IMPORTANT NOTICE TO EXPORTERS TO CHINA 06/11/2008

With the aim of standardizing administration and safeguarding international trade security, as from 1 January 2009 China Customs will require full cargo manifest details to be submitted electronically 24 hours prior to loading .

 

This regulation is to be applied to all import, export and transshipped shipments in China, excluding Hong Kong.

 

Parties having the obligation to transmit electronic manifest details include transport operators, freight forwarders, shipping agencies and postal enterprises. Failure to comply with China Customs’ requirements may prevent the shipment from being loaded/discharged, and incur on additional costs or fines imposed.

 

NVOCC customers are under obligation to directly transmit electronic manifest details to China Customs, and they must produce to us, together with the shipping instructions, the number/s of their House Bill of Lading to be included in our transmission. At the same time, while receiving the booking or the shipping instructions, MSC shall provide the customer with the number of its Master Bill of Lading so that it can be included in the customers’ direct electronic data transmission.

 

China Customs will provide each NVOCC customer with a code (NVOCC CUSTOMER CODIFICATION), which must be supplied to MSC together with the shipping instructions.

 

MSC will provide more information about the data required by the China Customs as soon as available. In the meanwhile, we must be ready to adjust on the documentation submission deadlines and provide complete and accurate shipment details.
